WC throttle response

I put a Gleaner E m coded engine in the WC a few years back. 3 notches on the throttle lever and its at full RPM. I would like to get more travel out of the throttle. I used the throttle lever from the old 202 engine with new bushings in the governor housing. It has a WD45 distributer housing installed.

Is it the combination of all the different parts that I lost throttle travel?

You didn't synchcronize the governor. Follow these steps exactly: Engine OFF. Hand throttle wide open. Disconnect the governor link rod (behind generator) from the vertical governor arm. The vertical arm should not move rearwards one bit !! If so, bend the link rod a little at a time to make it shorter. The link rod should just slide into the gov arm hole while the link rod is pushed to the rear as far as it will go. Adjust the hand throttle rod length ti achieve an idle when clear back. You are now synched.
 
If you didnt swap the gleaner governor with a tractor governor,
you will have that issue. Combine governors were idle and run
only. Tractor governors are variable speed.

Thanks I will give this a try.

Im using the WD-45 governor that came with the distributer housing.
