CA fuel shut-off

I replaced the fuel shut off assembly a couple years ago. I turn off the fuel when I park it. Last time I went to start it, fuel leaks profusely around the shaft. Is there a packing or o-ring I'm missing?
 
It'd just the black plumbers packing in there. You can get it at any mom and pop hardware store, big box lumber yard, etc.
 

There should be a nut over the shaft you turn with packing under it. Did you try snugging the nut up? Sometimes after setting the packing sticks to the shaft and loosens the nut a bit when you open the valve.
 
There are 2 "nuts" on that shaft. The one closest to the bowl threads the whole thing in. The outside one compresses the packing that seals the shaft. Give that 1/4-1/2 turn in. Just enough that the shutoff has some resistance when you turn it.

There are two hexes, only one nut. The outer hex is the nut. The inner hex is a fitting, which the valve stem passes through and the nut threads on to, not a nut. The stem fitting should be tight and not adjustable. Packing mentioned by hd6gtom would be added under/in the nut if needed.
 
I forgot to insert the photo. From what I remember on Dad's 9N, there was an external nut that would tighten the packing. I don't see that here, hence my confusion.

The external nut is stuck between the ears of the Tee you turn. It unscrewed off the stem fitting. Packing is inside the nut. Push it down to the fitting and screw it back on. The Tee should have some resistance to turning when tightened properly.

Thanks Jim. I posted from my phone and last night it was dim in the barn so I didn't see it. When I looked at the photo this morning
on the computer, there's the nut large as life. Boy do I feel dumb! Thanks so much for all your help!
