ID wheel centers?

Bought a set of tires, rims and centers on an auction. Only interested in the tires, but would like to know what the centers fit, so I can advertise them accurately.

10 bolt holes on an 11 inch circle, with a 9 inch pilot hole. (Maybe slightly less than 9? It was getting dark when I measured it.) Tires are 16.9x38.
I know Allis used power adjust rims like these, and there are traces of orange paint. Or maybe Case?

The rails and jackscrews are the same as Ford used, but the bolt pattern is way bigger. Fords were 8 holes on an 8 inch spacing. Later duals used a 9 bolt hub.
Being fluid filled, I dont think these were duals.
