Question,, with the o's lining up on the Cam timing gear and the governor, should the flywheel timing mark be in the window on bell housing or can it be slightly beyond the hole ?
 
On what?? Yes you may had said before but if a person doesn't know or didn't see another post with that info it is hard for us to help you help your self

I do not have a a manual like that,the one I have is not that detailed
 
Dot on cam shaft gears lines up with the dot in the gear tooth slot of the gov gear

At that point will the timing mark on the crank be shown in the hole on the side of tractor , or can it be a little off , out of site ?
 
the only sensible answer is yes. when you position the piston at tdc compression that is why u have a window with timing marks to go by. and
yes your front timing gears will be matching their marks. pretty much a standard thing on any engine. check it out and you will see. even the case D has a window to look for the D on the flywheel at tdc when timing it.
