WD45 Hydraulic Setting

I'm new to my 1953 WD45 after many years on an 8N. When having a three point implement on such as a brush hog, the mower doesn't stay down even with the control in the lowest position. I looked at the manual on how to control that but I'm still confused. I see the A-B-C thumb screws in the manual and on the pump but what are the steps I need to do to drop an implement and have it stay in my desired position?
 
Place the Lift/Lower lever down on the quadrant. Turn screw "B" fully outwards to lock the two plates together. Turn screw "A" gently inward so the point of the screw enters a divot/pocket on the side of the pump body. If the linkage to the drawbar is mis-adjusted this screw point/divot alignment will be off. The screw point MUST go into the divot/pocket to work correctly. Rotate the arm to make the screw fit. Don't over tighten this screw as it will bend the arm. Screw "C" needs to be clear out (forward) as does screw "D" clear out (forward). Now, lift/lower lever clear up to raise. Lift/lower lever clear down to lower. Lift/lower lever half-way (to the click/detent) for HOLD position. If it doesn't HOLD and there are no visible oil leaks, the hold valve on top of the pump has leakage inside and needs to be repaired.
