Did the power steering work before you replaced the belt?

Add on steering and pump. No photos. No diagram. Excuse me for asking, but is the belt routing as it was, or could you possibly be running the
pump backward?

Try loosening some fittings to see if you can let an air lock escape?

You might try jacking the front tires clear of the ground and turning it lock to lock slowly as well, engine running.

(quoted from post at 23:02:13 07/22/21) tried jacked up and turned wheel. did not help

is there a filter or screen on there somewhere?

It might have a filter, but as lfnel posted: "Add on steering and pump. No photos. No diagram." With no info on what you have for an add on we can only guess; if you are there, can see it, and can't tell. You need to ID it, get photos, or something for people to really provide specific help.

o k. it is orange, allis chalmers color. i guess off of a wd 45.
it is a torque type apparatus. no cylinder of any kind. i found a you tube video of one being put back together.
will post more.

t his is what i have. i am thinking that i would loosen one of the hose and start engine , in order to tell if pump is pumping or not. then it will be pump, or hose, or torque thingy.

hope that this link works.

That appears to be the Allis Chalmers steering system, not aftermarket, used on the WD45 from looking at the on line parts book. Do you have the AC service manual for the WD/WD45? There may be info there on it.
