WC engine is locked up today

I am attempting to get my neighbor's tractor started. It had sat for more than ten years without being run. The engine was free. I tried to use the starter and that did not go well at all. The starter would turn, but the gear was not engaging the ring gear. Finally it engaged and turned the motor, but not very well, so I quit for the day. I went out today and I attempted to turn the engine over with the hand crank. It was locked solid. I removed the plugs. Still solid. I removed the starter. Still solid. I have put it in gear and tried to rock it. No movement. It did rain last night and some more today, but the exhaust was covered. What have I done wrong, or what am I missing that I can not get the engine to rotate either direction?

Good chance the rings are sticking and you have moved the pistons enough that the sticking rings are not causing it to be locked up. Before you even spin an engine over that has sat a long time you should fill the cylinders with ATF and let it sit a few days at the very least. You may also have a broken ring and if that has happened only way to fix that is pull the head and the piston out. At this point I would first make sure the cylinders are dry and then fill them with ATF and let it sit a few days. Be sure to put the plugs back in so as to keep dirt etc. out of the cylinders. You should also pour some ATF down the exhaust to the point it leaks out some place. That will help free up any sticking valve which can also be why it is locked up
 
Old has it right but I might add that before you go and try and turn the engine again remove the plugs as it will not turn if the cylinders should still be full of fluid.
I might try and turn it with a big screwdriver or pry bar in the teeth of the ring gear too, maybe backwards a bit. but don't bend the teeth. Might be able to pry on a clutch bolt from underneath too.
