Carburetor issue

Bought a carb kit from Steiner Tractor. (1939 B Allis) Cleaned everything up. put kit in, and engine will start and run normally above idle perfectly. Retarding throttle to idle will result in fuel starvation, (surging, backfiring) need to have about 1/3 choke to give it enough fuel to run smoothly at idle Tore down carb a second time to verify all jets, passages, float level, etc. are correct. All settings are by the book. Can close or open the idle air bleed needle valve with no change from the recommended 2 turns open (does not affect idle at all). It seems obvious idle fuel circuit is messed up and very lean mixture, but can't find a problem. Fresh clean fuel and filter. Mag, timing, plugs, wires are all good. Any suggestions?
 
It sure sounds like a passage clogged, or the bowl gasket is blocking a passage or no hole punched for one of the passages.
 
Filter?? as in inline?? If yes get rid of it. The fact you can adjust the idle screw and it does nothing says idle circuit is clogged. Did you is something to poke out ALL passageways of the carb ab spray them out and blow them out
 
Small air leaks will also show up as idle problems. The easy way to check is to squirt sone fuel around the manifold gaskets while at idle. If it improves or changes how it idles a gasket leak is at least part your problem.
 
I dont want to take over his post, but where do you buy the lye , or do you buy something with lye in it, and how do you mix it?
The. How long do you boil it?

I can get it from a hardware store in town. They are close to where there are Amish.
The Amish use it for making soap.
 
A couple tablespoons in enough water to cover the carb parts. I bring it to a boil,
then turn the heat down to simmer for an hour or so. If the water is muddy & rusty, do
it again with a fresh batch. Let it sit over night & boil again should do it too.
Boil with clean water & that water should stay clear. Blow it all out good & use WD40
to stop the rust.
