Allis Chalmers 6140 PTO Clutch issue

I have a 6140 that will not hardly engage the PTO. When engaged my bush hog will begin to spin then as soon as I start mowing it stops spinning and just seems to slip. If I am in gear and running and I pull up the PTO clutch to disengage my tractor will begin moving. The PTO Cable adjuster is maxed out. This is my first Allis with this type of clutch so Im not really sure where to begin and thanks ahead of time for help.

Maybe saw one of those tractors 35 yrs ago. For sure, if the traction clutch is slipping, you have a problem. The foot clutch pedal must have 2 inches of "free-play". If there is zero free-play, the clutch is not being allowed to 100% engage, henceforth it will slip under a load. If the pedal adjustment is fine, sounds like the tractor needs to be split for traction clutch work and I think the PTO clutch is part of the whole clutch assembly (two clutches in one).
