AC-C oil pressure

Not an AC follower but have a neighbor down the road a ways with an AC-C tractor that has sat in a shed for several years. Got it to run but there is no oil at the pressure gauge opening. Has run plenty long already,I think! What next? Will overfilling the crank case help?
 
I'd guess it lost it's prime. Not an uncommon occurrence. I've read how to re-prime them, but I forget what the procedure is.

pull the filter off and and see if anything comes out of the center stand tube when you crank / start.... The tube has a small hole in the end and bleeds off 15% of the oil to FILTER, then back to sump... If you dont have the stand tube in place, you will loose oil pressure.
 
To add to what Steve said the wrong filter will also keep it from having pressure
