PTO speed on a D14?

When PTO speed is rated 540 RPM (on most tractors) at what engine speed is that rated, in my case on my D14? I am hooking up an implement calling for 720 RPM. Thanks for input from you that are in the know on this.

D-14 at 1650 engine speed is 540 on the PTO. Full throttle at 2,000 RPM is about 660 RPM PTO. I doubt that 720 RPM is absolutely necessary. It will still work at slower speeds.
 
I converted a flat belt drive hammer mill with pulleys off a grain dryer. 1000 RPM PTO was then required to get the high speed for fine grinding. But I found I often wanted a coarse grind, or even just cracked grain for the few animals we had. For 540 PTO the AC "C" ran a relatively slow engine speed. I put a governor spring for a late D15 in the C, and got a speed which did just what I wanted. I think it was in the 7-800 range, but can't remember the details!
 
Thanks so much for the helpful info in these responses. I have started using a firewood processor. Running full throttle is acceptable but a little slower I suspect than intended performance. So the PTO at 660 from 2000 engine speed makes good sense. It would be good to have a tractor with 1000 PTO as a fuel saving.
 
Thanks, I have just started wondering which tractors were made with the higher speed PTO, I wouldn't mind to look for one, I've certainly seen them advertised but never committed to memory which makes, models or years.
