Allis Chalmers 170 Steering Issue

Power steering failed on my Allis 170 while pulling a hay rake this past weekend. Steering got progressively harder then but wheels could still be turned right/left, but then nothing. the steering wheel can be turned an infinite number of times either direction and no movement in the front steering axle. Fluid is fine, no noticeable leaks/issues? Help.
 
Sounds like a steering pump issue. Where are you checking the hydraulic oil ?? And is your hydraulic pump straight ahead of the brake pedals?? or under the radiator ?? that is old style versus new style.
 
the hydraulic pump is located forward of the brake pedals, and i am checking fluid levels using the cap/diptsick located by the gearshift levers on the main frame of the tractor.
 
The dipstick to the right of the gearshift that requires 1/2 turn to remove is for the transmission/differential. The dipstick to the LEFT of the gearshift requires 3 or 4 turns to remove is the hydraulic oil. There is your problem. Both compartments use modern day universal hydraulic/transmission fluid.
 
There might be two "FULL" marks on that dipstick (which was a stupid idea). Be sure to have the tractor on level ground and fill to the higher of the two marks. That is the one that says "prolonged standing". 15 minutes of sitting with the engine shut off is enough prolonged standing.
 
So i double checked the fluid and topped it up on the left hand dipstick with 2 marks.
Tractor will still barely turn after numerous revolutions of the steering wheel.

When you say power steering pump, do u mean the valve body at the base of the steering wheel shaft or do you mean the pump located clsoer to the front axle that the hydraulic lines run to from the steering
wheel valve body?

Exactly how low on hydraulic oil was it ?? The pump is located on the side of the torque housing. Have you throttled the engine wide open for 20 or 30 seconds and tried the steering?? Can you raise the 3-pt hitch up and down with a load on it ??
