So I have a backhoe and no pto or shaft and so I drained the fluid and would like to use as heavy of a fluid as I can get away with . ? what fluid would it be using .is there just clutches inside or a pump also ?

Every compartment on that tractor can use HyTran type hydraulic oil. You do NOT want a thick heavy oil in the Power Director/Shuttle clutch compartment.

its a mid 60's AC 615 backhoe/loader diesel 200 cu inch. 4 speed with shuttle clutch and power director.

You have a hydraulic system on that machine. Use HyTran. I said EVERY compartment can and should use HyTran and I mean it. Heavy oil doesn't lube or cool as well as a HyTran type viscosity oil. Heavy oil in the oil bathed Power Director and Shuttle clutch take more HP to operate, especially when cold. A 600+ HP Challenger, John Deere or Quad-Trak CaseIH all use a HyTran type oil in transmissions and hydraulic systems. When I say HyTran, that also means 821XL, PermaTran, HyGard, etc, etc, etc. Any modern day trans/hydraulic fluid will do. They are typically a 10W-30 wt viscosity.
