purpose of wire on diesel injection pump

is this wire supposed to be hot when its cranking the starter and also when its on run position ? Is it a solenoid for letting the fuel into pump as I hear it click when activated ? I have a AC 615 backhoe and its a 2nnd generation I believe as it has the 200 cubic in diesel. The manual says it should have a Roosa -Masters pump but this one says Stanadyne ? anyone have any info on it as the manual does not show that pump?

Roosa Master was originally manufactured by the Hartford Machine Screw Company, which is now Stanadyne. So it is basically one and the same, they just tag them Stanadyne.

The wire is for the fuel shutoff solenoid inside the pump. It has to be live for the solenoid to open the valve. This takes the place of a manual fuel shutoff.
