Broken Gears on PTO

I was recently given an Allis Chalmers WD from my father in law. I noticed some oil dripping out from the PTO seal when I first got it, and then after running the belly mower it really leaks. Upon dropping the
PTO housing, I noticed some broken teeth on the main gear in the housing. I'm guessing this came from someone trying to engage the PTO before everything had stopped spinning. I'm wondering if this is going to
be detrimental and need to be replaced, or if I can file down the sharp edges on the gear, replace seals, and reassemble.

Chipped gear teeth are never a good thing, but looking at the tooth wear pattern there's significant contact area left on the chipped teeth.

A belly mower shouldn't be the hardest thing in the world to run, and simple spur gears are not "high tech", in all probability that gear will work for many years with the intended use.

Really no need to even file on 'em, IMHO.
 
I agree with "run it". But check the mating gear too. And now you know why not to grind the gear when engaging them. Not saying you did.
