D10 governor adjustment

When I rev the throttle forward on my D10 just a 1/2 inch it
revs wide open and then some, is this a adjustment problem
or in the governor?

That can be number of things. Gov. going bad. Or a linkage problem or a spring problem

Engine off. Throttle wide open. Disconnect the carb link rod above the generator. I'll bet the governor arm moves forward. Lengthen the link rod until it just slips back into the governor arm. Take out some of the bends/kinks to lengthen the link rod. 1/4 inch makes a huge difference.
