Allis C Hydraulic System operational design

Is the hydraulic system designed so when you push the clutch down should the implement drop? I have a belly mower on my C and that's what it does. I don't have any leaks and the little hydraulic ram looks good. I would think you would want it to hold. Or is it out of adjustment? You help would be much appreciated.

The check valve ball internal to the pump needs to be cleaned or replaced.

My belly mower drops down within a few seconds of clutch engagement or shutting off the tractor. Is there an external adjustment that I can make. I see it has a knurled know but I don't want to mess with it until I know if this where I would start.
Or would it be an internal issue that requires disassembly/repair?

Can't say about a C, but I have a B and the hydraulics do not drop when my clutch is in. Basically a similar design just different wheel base.
