DickL gave me some tips on adjusting the throttle linkage. Either I didn't do something right or its WAY off. Looks like with throttle forward and carb held open they miss by an inch....... Tips on bending the cross over rod?

The rod you are after is on the other side. When the throttle lever[and governor control] are wide open, the link on the left [carb] side should just fit between the governor arm [in front of the engine] and the throttle shaft on the carb held wide open.
 
WAIT !!! I was on wrong side. But it still don't line up. Carb rod hits water pump before it even gets close. Picture shows it up against it.

This is how it should be hooked up on the governor side. Hook up the carb linkage on the other side. Hope it helps.

Place the rod going to the carb on a bench and up on a couple blocks with the outside of the rod down and push or hit it with a light hammer so as to place a slight bend down which will means the middle will be outward when mounted, doesn't take much of a bend and then it will miss the water pump. Next place a block of some sort between the governor cross arm and the water pump. Then bend the left end of the cross arm back until the holes meet with both rod and arm forward. I have a "tool" made from 1/2 pipe to do this. Just be sure the middle is hitting your stop before you attempt bending! As the others said t will work best if you go past where the pin holes aligns up by a small anoint but do not leave it shy of alighning up.
 
I have always bent the crossover arm placing an adjustable wrench on the governor side and a pipe over the other end while reaching around the radiator. I choose to bend the crossover arm to bend rather than have two parts of the linkage with incorrect bends. Both parts of course can be bent to achieve a working governor.
