Does this sound like my governor is going?

Occasionally the tractor will go into an up and down rev while idling or will do it when I bump up the RPMs quickly. I can bump the throttle to get it to quit until the next event which occurs somewhat randomly.

Not likely to be a gov problem but more likely to be a carb problem and lack of fuel if choking it helps it is running lean

Drained the tank, cleaned the fuel bowl (found a clear fuz clogging the screen), took apart the carb (blew out and cleaned all the jets and orifices), reset the idle screw, reset the fuel mix, and power screw. Somewhere along the way the problem was removed. Runs the best she has in 3 years. I am suspicious about clear fuz that was caught in the screen of the fuel bowl.
