190XT Neutral on hi/low doesn't really work

Hi,
When I'm running the PTO at speed the hi/low (power director?) doesn't really work, and it's gotten to the point that the brakes won't event hold the tractor anymore?
I saw some mention about needing to replace the clutch(s)? Or could it be the hydraulic unit needs to be rebuilt?
Any ideas would be great!

On the Power Director clutch valve under the platform, there are two allen-head pipe plugs. They are 1/8" pipe thread. Get two 500 psi gauges and connect to each test port hole. Pressures should be 250 psi or more when one side is engaged and the other side should be very near ZERO. When in neutral, they should both be ZERO. If they are ZERO when in neutral, it sounds like the clutch may have warped or broken clutch discs, which requires a split under the platform to repair the Power Director clutch.
 
If you find the power director clutch discs to be broken, you should look farther for the cause. Things like it being shock loaded by things such as the springs shot in the clutch disc at the flywheel, the gear loose at the rear of the main shaft going through the torque tube, etc. Also, the newer style of clutch discs are more rigid. Just a few things to keep in mind.
