190 allis will not move.

I have a friend with a 190 allis that they asked me to fix for them. The problem is that the tractor will not go when placed in gear. The most you get out of it is what I would call a hydraulic oil drag, meaning that you get a slow 1-2 inch roll in any gear and that is it. Near as I can tell the main clutch is not slipping and that is has something to do with the hydraulic power director. I have read that the PD can be a problem with these tractors but that is about all I know. I do not have a manual but my friend is supposedly getting one for me, but have not seen it yet. A little back ground on the tractor is that they bought it on the neighbor's estate sale, could not get it to start as the fuel system was all gummed up from old fuel, so they towed it a mile to their place (it may or may not have been in gear when pulled, there is some finger pointing going on). They got it running and there it sits. Until I get my hands on a manual I am at a loss. Any help would be appreciated.
 
#1. There has to be power steering or the Power Director clutch can't work. So, is the hydraulic system FULL of oil?? There are TWO dipsticks under the floor at the gearshift connection under the seat. Left is for hydraulics/steering/power director. Right is for the trans/differential. #2. The Power Director lever has to be forward for HIGH or rearward for LOW or the tractor cannot move. Push down on the big knob and push or pull the lever. #3. Towing it was a bad idea.
 
The power steering works good, it has a loader on it and the remote hydraulics for that works good. Both of the reservoirs are
over full of oil. The transmission oil sloshes around when tractor is in gear so that tells me the main clutch and transmission
are turning/working correctly. I am engaging the power director in high and low and at idle and full throttle and all I can get
is that little initial nudge/roll from the tires. I did tell them after the fact that towing it was not a great idea.
 
Good luck with the filter change, cause that isn't the problem. Next step is to engage the PTO to see if it runs and if it does, shift the trans and Power Director clutch into gear and see if it STOPS. If it stops, the foot clutch disc must have the center ripped out of it. Next step is to pressure check the power Directors clutch pressure and be sure it has 250 psi or more on both LOW and HIGH sides. Test ports are 1/8" pipe thread right on the valve under the platform. Also, if the linkage going to the pressure valve under the platform is disconnected or broke, you will see that when pressure testing.
 
What size guage do i need? Is a 300 psi sufficient, or will the high side pressure be upwards of 2500 psi that most allis
tractors run for hydraulic pressure? The linkage is ok on the valve.
