running ruff. i condition fuel w/ stanadyne. filter changed 3 months ago. filter looked aok w/ fuel running fine. opened fuel shut off by filter & no fuel inbound from tank. blew out. put on filter & it ran aok. my question is when fuel is drawn from TOP do they do this to prevent sediment from trapping on bottom ? i did notice some dirt near banjo & shutoff elbow. thanks

On any fuel tank water and sediment will settle to the tank bottom, that's why sediment bowls are used with standpipes and screens when fuel is taken from the tank bottom. Some tractors do pull fuel from the top, but the pickup tube still stays above the bottom a bit to keep water out of the supply. Good idea to drain the water off the bottom once a month to keep condensation out of the fuel as much as possible.
