And.......if the tractor sits outside for months at a time, it will allow the clutch to be disengaged to prevent it from rusting fast to the flywheel/pressure plate.

would add , starting in cold weather is much easier when hand cranking if the clutch pedal is propped down and it is a lot safer, if you accidently left it in gear you won't get ran over when it starts.
 
Like Aaron says, it was primarily for belt pulley work. When the pulley is engaged and belted up, it is the only way to stop the driven machine and leave the engine running. And of course for hand cranking while belted up.
