allis wd wont start

im having trouble starting my wd tractor .I replaced everything in the distributor ,points,condensor, new rotor and cap,coil,plugs and wires . it is converted to 12 volts .it was running rough before this summer and I readjusted the points and quit.it had a distributor from a international b which was change many years ago. now when I crank it over and put a test light on the coil it lights up on both the positive and the negative of the coil ,its a new coil, but it still doesn't fire,could it be that the distributor has shorted out.it seems that it doesn't load the coil to fire to the plugs
 
If a test light lights with the points closed then you have a problem with the points not working and conducting power to ground. So you either have cheap point form say TSC or you have one with a protective coating that needs to be cleaned off
 
thanks for the info,i finally got it going,i turned the flywheel till it was on the firing stroke,the f on the flywheel lining up with timing mark on bottom of transmission housing,then removed the distributor and turned the shaft till it lined up properly with the slot on the inside but still moved the drive shaft for the distributor till it lined up with no 1 cylinder then loosened the bolts so I could turn the distributor to advance or retard the timing.put in new sparkplugs ,had to move the distributor around until it fired up and ran .let it warm up and fine tuned the timing and now it starts up everytime plus I had to reclean the carb because of the purple gas that is used ,polished the needle and seat because of it sticking .this is my dads tractor and he said hooray for finally getting it running,it was a challenge for a few days
