WD-45 govenor

Guy got his gramps WD-45, been used as yard decoration for years, he wanted it running, went through the engine, everything looked and fit ok. Fired right up, but the govenor doesn't work right, throttle all the way up it idles fine, but anything off idle it rpms come up, govenor won't pull it back. Pulled the gov all looks ok, nothing binding, got any ideas?
 
Been a while since I was into one of those. It should have a little bearing ring that rides on the fingers of the gov. It should also have some springs holding the weights closed. There should also be a anti surge spring in the carb to gov linkage. Not much to a gov and as long as when the weights spread the gov pushes onto the lever to slow don the RPM it should work
 
Start with this. Engine off. Pull throttle wide open. Remove cotter pin from the governor link rod directly behind the generator. Pull the link rod out of the vertical arm. The arm should not move to the rear at all. If it moves, bend the link rod down towards the block drain to make it just the right length. Start engine and see what you've got. Make sure the cotter pin at the carb isn't causing any binding or catching at the carb. There is not supposed to be ANY other springs attached to this linkage...NONE. If engine still runs away wild....you have a broken governor weight inside the governor.
