Moving the shuttle lever forward and backwards squeezes the clutch discs together. If it only bothers on one clutch, it may need shims removed to compensate for wear. The "snap" should be the same between forward and reverse. If it bothers in both, the foot clutch may be slipping. Is there any freeplay on the clutch pedal ??

There is no filter. The dipstick is just to the left of the dashboard and takes a wrench.

When you say its not working do you mean it won't and make the tractor move or that it won't release and let the tractor stop? Also does it do the same in high and low range?
