Another 170 question....

I'm looking at a 170 with narrow front to purchase and either rescue it or part it out. I say rescue, not restore. My question is when I was looking over this tractor, the steering wheel would turn with just slight resistance and the front wheels were not moving.
Are these tractors a completely hydraulic system of steering or is something broken? My limited knowledge of tractors is about Farmalls, I presently do not own an Allis Chalmers. Thanks!
 
Probably the main structural difference from the series IV D17 to the 170. The D17 still had power assist steering. The 170 was purely hydrostatic. Tractor needs to be running to check out the steering.
