WD Throttle linkage.

Hey guys, I'm pure Prairie Gold but am working on what seems to be a AC WD.

I got it running after cleaning the carb and making some adjustments. The throttle lever moves from the 12 o'clock position to the 3 o'clock position. Which way should be idle and which way should be full throttle?

She only wants to run "on choke". I adjusted the carb in a way that I have been taught. Turned the main jet and idle air in until seated then out like 1 1/2 turns as a starting point. Making adjustments to these jets seems to make no difference. I have some old Stromberg NOS carbs I might tray to bolt on. Also there is two places for the throttle rod from the governor arm to hook on the throttle butterfly. Above it and below it, but once I figure out which way should be idle I can probably figure that out.
 
Throttle lever straight up at noon is idle.
Governor link to carb. is pretty simple, and standard. With throttle lever down/wide open, gov. spring should be firmly holding gov. wide open. Link should line up with throttle plate lever on back side of carb. with that also wide open/against stop.
 

You may have not cleaned the passage at the bottom of the float bowl that delivers fuel to the Main Power (fuel) screw..
