I have a allis wc tractor it has set for a long time inside a barn. it has been kept dry. I'm getting ready to sell it, but when the motor is started it goes into a runaway condition. I need an opinion on what is causing the problem.
1. I have checked the throttle linkage and it is correct.
2. The motor has not been started in a long time
3. I'm suspecting the governor may be hung up from non use.
4. I have owned the tractor for better that 10 yrs.
5. When I bought the tractor it ran ok
6. This tractor has a distributor instead of a mag.
 
One that has sat that long may have the linkage rusted up so it will not move. Make sure the linkage from the carb to the gov etc if free to move by hand
 
Look for a small return spring on main throttle linkage, I had WF with similar symptoms and found a thin spring pulling forward was broken.
