Allis C Governor Issue

Hi, I have a question for someone with a little more experience in dealing with AC tractors. My students are trying to finish up a restoration project on an Allis Model C and we just can't quite get the governor to quit hunting/surging. We replaced the governor spring and had the carb rebuilt, but just can't quite dial it in yet. If we pull the choke out for a few seconds until it stops, it runs lit a top and won't do it again until your star the tractor up again. I am much more familiar with Farmalls so any advice you can provide would be helpful. Thanks
 
There is supposed to be a surge spring. It goes from the throttle rod that connects to the carburetor to one of the manifold studs above. There is a small hole in the throttle rod. Maybe some one could post a picture.
 
Thanks for the info. As soon as you metioned the spring, I went to the AGCO site and found the part number we need, so I can order it in the morning. When we get it all buttoned up, I"ll post a pic.
