Allis WC Starting issues

Ive got this 1936 Allis WC and ive had some trouble with it starting. I had the Carb. rebuilt professionally and i added new plug wires and spark plugs. I know i have 1 stuck valve and i have good compression.
But ive ran into a few problems:
When i turn on the fuel, it fills the bowl but runs straight out the air intake.

I tried pull starting it and once i gave up on that i removed the new plugs and 2 were covered in a black gunk that looked like it had some kind of rust and dirt particles in it.

It is fireing because after pulling it the engine block had some heat off it. Couldnt hear it fire over the noise of the other tractor.
Any help would be nice
 
You say you have one stuck valve, but have good compression, the only way that could be if the ex. valve is stuck closed, and if that is the case you would have to have a bent or broke pushrod or rocker arm.

That would need to be checked first, or its not going to run right, has it been setting? sounds like it may have been, with a stuck valve and maybe rust in the cylinder going by what you saying the plugs look like. But the stuck valve needs fixed.
 
Two of my early 40's WCs (found years and miles apart) had massive Dirtdobber nest built up in the intake manifold throat upstream of carb mount. Cleaning this mess out, cured fuel overflow and hard start problems in both.
