Allis Chalmers WD45

I just rebuilt my 1953 allis chalmers wd 45 tractor. I have the timing all toned in. The motor idles good but when I increase the engine speed the governor surges. Can anybody tell me why and how to fix it.
 
What does it do if you choke it a tad bit when it starts to do that??? One common reason for that to happen is that the carb is set way to lean so it then starves for fuel. Also check that the linkage is nice and easy to move because if it binds it can also cause that problem
 
By 1953 I believe they had done away with that little spring that hooks on to the drain cock.
Not to say that it might not still help his problem.
