Just Bought a 1939 B wide front
was wondering if I could buy a different bell housing to add electric start to this tractor

You need a torque tube, flywheel with a ring gear and a starter of course but yes it can be done. I have a few of the parts you would need on hand. Parts from both the B and the C will work. By the way ALL Bs where wide front

What kind of cost is a guy looking at?

Before you give a bunch a money for a torque tube by its self you could buy a junker C and have the hardware to give you foot brakes. I have seen the whole back end of a C go for 50 bucks and some not a lot above that.

Thanks, for your time and info

I have a dozen or so tractors, and " would welcome not having to buy another $80 battery!

Something else to consider: since you do not have a torque tube with a starter opening, you probably also do not have the bosses on the engine block for mounting a generator. If that's the case, and you want to add charging capability, you'll need to cobble together some non-original method of mounting a generator or alternator - or replace the engine block with one that has the bosses. You'll also need to cut the toolbox back to make room for a battery. Or locate the battery someplace else. It all can be done. Only you can decide if it's worth it.

Have torque tube.
I be in iowa can deliver west if close to my route, let me know if interested email is open.
