... back into "low" when I push the lever into high. Seems to stay in high if I hold it there for a while -- is there an adjustment for this, or do I have a more serious problem?

Might also be wear on the pin at the bottom of the lever, or the plate it fits in to in hi and lo range. Could also be internal- Get the I&T AC 17 manual to learn how to adjust the plates. do the simple external things first.

Could be yes, could be no. Check to see if there are a stack of washers, at the bottom of the lever, if all are on one side, it might be adjusted to max, or as yet unadjusted. You adjust, by pulling a washer, from one side, and putting on the other side, if I remember right.
