I have never seen this hood chrome on any other D-17. It looks like factory installed. Anybody know anything about it? Is it a "Special Edition" or what. Or did somebody just add it for fun? Looks good either way.

That is a D-17 "Special Custom".Those chrome bars add almost .01 HP and about half that in torque. They do look snazzy though! I have a Special Custom edition WF. It has aluminum diamond plate foot plates, Stainless exhaust and a Chrome oil filler cap. Many around but not all the same special custom edition...
