i have a chance to get a belt pulley for a 190 but the guy says there no lever to turn it on does it run off the pto lever JERRY

If I remember right, look above the area the pulley slides into--may be a lever on top of the trans case.If you had the pulley, a handle and rod connected to the lever and came out somewhere by the dash. I pretty sure it was not run by the PTO lever.

The guy is wrong.
There would be a lever that stick up out if the torque tube just behind the clutch. It would have a plug in that location when no pulley was installed.
You will need to get the bevel gear and spacers from the clutch shaft as well as the lever and shift fork.
