rear tractor tire sizing

It is a narrower tire on a wider rim. Don't think it will work well. You probably can mount an 18.4 tire on a 16.9 rim ok, but not a narrower tire on a wider rim.
 
We mount rear tractor tires on wider rims for tractor pulling. My Farmall 460 has 15.5x38 tires on 16" rims. This flattens the tire print on the ground utilizing all of the tread bars instead of using a stock size rim and having only the center of the treads bite the track. You can safely mount a one inch wider or narrower tire (using old size markings) than the rim width. ie- 12 inch rim takes a 11, 12, 13 inch tire.
