WC - Spring for carb.????

I had a spring dangling off the carb throttle shaft when I got this tractor.
Its a light weight spring about 3/4 inch coil dia. and overall about 4 inches long.
Can anyone tell me where the other end attached to and what this is for?
My WC is a 1937.

I think, the bottom of the spring is hooked to the block drain .

Helps to keep the engine from surging- ie, speeding up and down.

I THOUGHT THE SPRING WENT FROM THE CHOKE TO WATER DRAIN TO KEEP CHOKE OPEN WHILE FARMING.

That is a different spring. Vertical spring between throttle rod and water drain is used on some tractors, not all- to prevent surging.
