hydraulic problem

i have a 200 and i cant seem to get more hardly and pressure at idle the pump has been rebuilt and the same problem is still happening the more throttle i give the tractor the higher the pressure i throttle down the pressure goes down idleing it is 0. this is all back at the power director. it has been rebuilt. was wondering what the problem might be.

What are the pressure readings?
Neutral, High or Low on power director?

the pressure goes up with throttle at wide open it is almost 150psi at idle it is about 45. the power director it all new the pump is rebuilt the only thing i can think of may be the flow divider is not working right but i dont know. the remotes have 2300psi at 1300rpm so they are working. i am runing out of things to check.
