One-Seventy Hihch Issue

Just got an early 170 (One-seventy); The 3-pt hitch won't go down. Hold the lever in down position and there is a drag on the engine-taking power, but hitch stays in up position. Any ideas??

traction booster valve is stuck and sending oil to the three point hitch

Have a 170 too and does the same thing.
They did work when I got it but I hit a large hunk of cement in the field broke a line and the blade three point/ line broke on the cylinder. ever since then the arm wil not go down unless I have something on it with weight.
Dealer said It's wearing out. I just stand on the arm and they will go down.
Nothing is stuck dealer check out the valves.
