If a head bolt is leaking water does this mean head is cracked ???

Several of the head bolts screw down in to the water jacket. Most likely they have rusted or corroded enough to allow water to pass

Copper washers under the head of bolts that enter a water jacket.

Thanks I did that still had small seep just tefloned the threads on head bolt problem solved. One other issue is with breather hose hooked up governor surges . I have come to the conclusion that it needs more air on carburetor adjustments please correct me if I am wrong !!!

Have you taken off the a/f and cleaned it REAL good? most tend to be caked with 50+ years of oil and dirt. It may simply not be able to breath

Soaked in gas and blowed out good before restoration very clean
