1951 CA Rear adjustable wheels

Does anyone know how to lock the adjustable rear wheels. I am restoring mine, and the wheels were all the way out as wide as they would go. I relocated the stop about in the middle hole, spun the wheel until it hits the stop, and tried to turn the cam lock against metal, but it won't tighten or stay in that position. Can't figure out what holds pressure against what...?

did you have the rims off of the wheel? each lock has a locking bar inside that is forced tight to the rim by the cam. if these are missing they will not tighten. usually there are 2 rim locks that bolt through the holes in the rim. these will prevent the rim from sliding when under a hard pull.
