Did it rain after you planted?The crops you planted are very slow growing, might even still be there, just never got real big.
This was a tough year to do hay seeding and get it to take.
Those hay seeds only want to be planted 1/2 inch deep, but they like to be kinda damp in a firm ground for some long time.
As well, the 24D would have been tough on the broadleaves you planted, there is a 3-4 week carryover that can affect the alfalfa, clover. You might have been better off using glyphosate (like Roundup) - no carryover with that.
Don't know where you are, but in a dry area like much of the USA this summer, ragweed is for sure the best crop we all are growing.
