The shaft that stays with the hood is part of the starter, and you probably need a whole new one. They aren't that expensive as these things go. A used hood with a good starter from a salvage engine would be your best bet. Replacing the worn parts on yours would probably cost more than a good used unit. If it is the bearings on the crankshaft (goes into the engine) then it goes back to a small engine shop.
