I bought an A John Deere that had this problem. The previous
owner even tried to weld the flywheel to the shaft. He made
a mess of the whole thing. I took the flyweel off and cleaned up
the splines on both the shaft and wheel. I tried putting shims
between the shaft and the wheel. I got it tight but it wouldn't
stay tight. Finally, I took I off and tightened it up to max off
of the tractor. I measured the wheem and the shaft and discovered
that there should have been plenty of interference. I lubricated the
bolts and put it back on. I sacrificed an open end wrench cutting it
a length that alllowed me to get inside the wheel to tighten it.
Then I used prybars to torque these bolts down. Tightening took more
than an hour because I had difficulty finding pry points and of course,
you can only do 1/12 of a revolution at a time. But I did get it
tight and it has stayed that way for over 2 years. As big as those
bolts are, I don't think you can get them too tight without breaking
the box end wrench.

This worked for me. Can't be sure it will work for you.
