my belief,, any running engine would be advertisement saying come get it! horse would work, but it also uses fuel that takes room to grow, and its a convenient food source itself to a transient population. my vote would go for one of those small electric walking tractors.quiet, smoke free, easy to hide, could be used for transport with the right implements.could be solar charged,or recharged from any convenient source.no gas fumes if you had to pull it in the hidey hole with you,no water,no antifreeze,no droppings left for scavanging hunters to find.etc etc.one problem with horses is simply that it moves,if it moves its more likely to be seen, the fact that it is seen, leads you to be seen because you have to catch it,when you seen together, that means supplies. simple survival tactics, evade your enemies. and when things got that bad, anyone would be your enemy.
