Because it doesn't attach at the bottom. It encircles the clutch drum. The little divot at the bottom is a drain hole as far as I've ever been able to figure, to let bar oil or water get away fromt he drum. No offense intended, but you let so much garbage build up in there that it wore through the brake band. You need to clean the saw up every few hours of use. That applies to any make of saw, not just Poulon. The other poster with the melted side cover did the same thing. I've seen the same thing on other makes.
