Blowing leaves from around shrubs works much better than vacuuming them. Then just mulch the dry leaves with a lawn mower. Either a gas or electric blower will work for that depending on the proximity to an electric outlet and how fast you want to get done.
About 12 years ago I found a "rain gutter cleaning extension kit" for my small Weedeater gas blower, it was in a Menards store. That works slick! I can blow leaves and Pondarosa pine needles (5 to 7 inches long) out of rain gutters while standing on the ground. To clear the down spouts I point the nozzel down the spout and watch for the trash fly out the bottom. For a really plugged spout I point the nozzel in the bottom to blow thje trash out the top. Those kits are probably available for other brands of blowers now too.
Wear a hooded sweat shirt and glasses when you blow out the gutters, you will get dirty. If the gutters are wet wear a raincoat.
