It would help to understand the area and field before making assumptions. Just do a kijiji/Edmonton search for B-pressure welder and you will see that there are plenty of pressure welding jobs in the Edmonton area for over $30 an hour. Considering that it is a highly unionised area and field where the welders make $36-$40plus an hour depending on sector why would people work for much less. Plus the unioun workers get a vacation premium on top of that of about another $3-$5 an hour. An Alberta B pressure ticket is a redseal trade. That means that it is an interprovencial ticket that requires a 3-5 year apprentiship. So you can't just go to the local hardware store buy a buzzbox and call yourself a welder. The better question is why should someone who spends the same time learning a trade as someone going to college/university degree not earn the same money?
