how to drill square holes in steel

I want to make 1/4" square holes in 1/8" x 1-1/4" plate steel. I'm going to insert 1/4" carriage bolts in them. I found a tool online called a rotary broach which does that but it is way beyond my skill and economic level. I believe the broach is over $100 plus the cost of a special tool to hold it. If I had one hole to make I suppose I could drill it and use a file to finish it which would take forever but I need to make 12 holes. Anyone have experience making square holes in 1/8" flat steel? Or should I just use machine bolts in round holes?
